The issue has been resolved. Any new provisioning request will be processed as normal. There is a small backlog of requests that are still being processed. An update will be posted once those are all processed and service is restored to normal.

We have detected an issue causing delays with provisioning of users and groups. The Site Reliability Engineering team has been notified and is currently working the issue. We will update this message when the incident has been identified.
